My web hosting company will not give me FTP access or my username/password. I would like to know if this is illegal and it’s possible to take legal action against them.

some web hosting doesnt give acces to http://FTP..
but some does..maybey urs doesnt approve
You need to review the Terms of Service, or other contract that you agreed to when you purchased the service.
